Before that they used to play a different format and had 2 groups after the opening round. Anyways in 14 world cup semifinals matches since 1982 there have been 20 goals scored combined for a 1.42 avg per game. Some of these games had more goals but that was in extra time. The point is that this for regulation time. Only 2 out of these 14 matches went over the 2.5 total. I think its wise to look at the unders as serious plays. In lots of the past semis you can see that one opponent was much more fancied than the other side and you had teams trying to stifle the favorite by playing a defensive oriented game plan. We could see much of the same today.
