I think you got it a little mixed up.. if USA wins they depend on Slovenia to lose vs England. Go look at the table, basically this bet depends on Slovenia not winning or tying with better goal differential.

Slovenia are on 4 points = 5 or 7 points possible.
USA and England are both on 2 = both max 5 points possible.

If you see USA and England both winning, basically you gotta decide who will beat the goal differential.
