Why Ger only -.5-1 to Serbia ?

I dont understand ....i love to be on German side but why the book only gave .5-1 ? any experienc please share....To me after watched a serbia first ggame vs ghana...i dont think they have a chance will it be a draw or another shock ?? any Tips are appreaciate this ..thanks
