if penarol wins they will be champ, if Nacinaol wins they will play final match again ?

Ok the league goes like this Apertura and Clausura Nacional won apertura and Penarol won the Clausura so they both go to the finals but since Penarol won the Anual table (points from both tournaments combined) they had the chance to just win the Tournament but since nacional won they now go to a series of two games
