I think through UEFA's referees bookmakers control 50% of all main results, another 40% they control via teams sponsors and coaches - sponsors decide on which game to give a Huge Extra $$ to players for win/not-to-lose and when not.
Just 10% of all football is real football. In this case bookmakers and UEFA will be always against video repeats for correct decision imho
