flashscore is probably best there is for well known leagues. for some more exotic leagues futbol24.com http://www.futbol24.com/f24_livenow/LiveNow.html has very good coverage, you can find for example lower divisions from south america there. although livescore is not usually "live" minute by minute in small leagues, scores are usually updated at the end of the 1st half and after 90 minutes.

Not really. Liege haven't won a league game on the road since September. And Liege-Royal Charleroi already played to a 1-1 draw earlier this season at Liege.
