Why is Qatar playing in a CONCACAF tournament?

I think because they were hosting the world cup and werent playing many games in the build up, they were invited to play the last one.
Guess it stuck.

probably the same reason South Africa and a bunch of Latin American nations did sparingly in the past

Yeah, in the past these American tournaments would invite 1 or 2 countries outside the region to participate. For a few years it stopped and then resumed recently. I guess to get more money and/or exposure as outside Europe, they need help to generate attention.

In the past Mexico has participated in other region tournaments.
