Can somebody find out what happend in Macedonia vs Israel (2days ago)

Israel was up 2-1 93rd min. (+4 min stoppage time)

The time was 93min 30 sec.

The ball was out of bounds, throw in for Macedonia and suddenly, out of nowhere during a throw in, ref calls a penalty for Macedonia!!!! Giving them a chance to tie the game up. Cameras never showed what happened and referee looked up at the camera very nervous.

Cannot find any info why and how this happened.
