They don`t ... They could do one by one if wanted to , i mean it`s not required.
Thing is, they cite things like , first ever, unprecedented case , large magnitude ...
I think independent commission, don`t have black on white proof for each of allegations, therefore, once bundled, you get done for all in nature. They are Connected allegations, the alleged breaches likely are interconnected, making it difficult to separate them for individual rulings. And as well, current bundled process will take anywhere between 2-4 years, one by one ...decade. Judge won`t be in favor of such an approach either. no one will go length and recourses with slapping few point deduction every 6 months for so many allegations.
Said that, i would be looking at more efficient way and public favored, to see breaking down at least in 2-3 type pf accusations and approach, but again. let`s say Mr Mancity, break into house, drank all beer in fridge and pissed on a carpet. Approach of three separate cases would be , Breaking in, stealing, gross misconduct even thou it`s one event, and therefore threated as one event but given charges on three accounts.
