if okay, u20,
if not so good u19?

those tournament lasts two years, so ages for example for u21 side can range up to 23
i guess managers sort of decide what level guy is, or with which group of players he is better to develop.

i don`t know how often or at all can you resubmit your squad once you give a list for tournament...

like Evans tonight , guy is 18.. played some u16 maybe u18 and straight in to national team..
rooney did u17 and u20 and england team.. later on was downgraded to manuntd u21 thou

so i guess you sort of pick for tournament almost anything,but, don`t think so, you can then just jump over from few games u19 and then next game u21...
