I don't know much about soccer but isn't this and opportunity to bet both sides and hope it doesn't end in a draw?
Bet 1 unit on USA to win 9 units
Bet 3.1 units on Germany to win 2 units (my book has it at -155)

I don't watch soccer so I don't know how often draws happen.

If they draw, they both qualify automatically. Niether side wants to lose, otherwise that endangers them againsta Portugal/Ghana win. Germany should come out guns blazing and the USA will probably turtle up to try and get a point to ensure qualification.
