NFL would get more action per game I'd say. In fact NFL might be #1 overall if talking about average $$ risked per regular season game.
But I'd bet NBA or MLB might beat it over a season due to having so many more games.

Yeah by total number of bets being the definition of volume, I would have to go with college basketball. There is a shytload of teams with allot of games every year, a real popular championship tournament. Just about all the types of bets that the others have too.
NFL nope too few games.
NBA not enough opportunities throughout the year as well.
MLB soccer is almost the minor leagues of soccer I would imaging, so if you're betting soccer, it may be 1 of many.
College football suffers from the same thing the NFL does, just not enough games.

Hold up! As a typical American, this question is American-centric... LOL. OP listed sports league and then soccer... you can't include all leagues and compare to NFL, it's each league separate. This question is volume in the good old USA. And college basketball is not #1 as the question is for regular season so March Maddness is excluded and even the conference tournaments. NFL is #1... the true American betting sport!
