Remember that the refs weren't calling fouls when the defenders were impeding offensive players without the ball, this includes grabbing a jersey and holding them back from running.
The NBA told the officials to start calling those fouls to allow for more freedom of movement for the offensive players off the ball.
Some teams, like the Warriors, automatically benefitted from now calling these fouls, and other teams adjusted the offense a little more to use freedom of movement.

It's not all bad (just mostly), they got rid of all those unnatural offensive moves that got players easy FTs. Young & Harden have suffered this terribly the past two seasons -it was implemented a couple summers ago.
