The Commissioner can not force Sarver to sell his team.
He can fine Sarver, he can suspend him, he can't force him to sell, he doesn't have the authority.
To force Sarver out, the 29 other owners must vote him out by a 75 percent super majority, in this case 23 of 29 owners must vote thumbs down.
Lebron is not an idiot, he may be a lot of different other things, idiot he is not.
What Lebron is doing (or has done) is to pressure the other owners to vote Sarver out telling them they might have to suffer the consequence if they don't, by a players boycott.
Once Lebron has assurance he has the necessary 23 votes he can approach the Commissioner again and tell him to take the vote.
