Lock up the homeless and make it illegal in the cities would be a good start to restore Cali. Build tent cities in the desert and ship them out as plan number 2.

I could fix this problem and should run for office. As a Republican I would never win though. Maybe one day after I leave I come back. Been here my entire life.
