from the articles about the ruling it seems like the nfl was only able to talk to 12 of the accusers and only used 4 of them against him. it sounds like what he is actually being punished for is touching his penis to their hands as they were massaging him. no forcible sexual assault. most of the others probably only had him ask for a handjob in coded language or actually agreed to it for money.
