I mean I'll go in on a sign up bonus but noWay I'm keeping a book that needs a second location app. Or one that sucks my phone when I am not even in the app. Is this really standard in Europe?

Nope. This is purely an American thing.
In Europe most EU books respect each others licenses.
In USA states do not recognize any out of state license. It's a new/unusual situation not really faced anywhere else.

I am not a tech pro, but I understand basics. Is it cost prohibitive to build it in like Dkng, Fduel, Mgm, Pointsbet, Barstool etc.
I get Euro books actually make money, part of the reason I invest in SGHC (betway) and signed up. But i
