You're not being limited. What they mean is for support, you will only have chat or email access and not phone support. They are dedicating the phone support for the whales.

A couple years ago I called them and I was told that since my last few communication was via online chat that I didn’t have telephone access. A few months later, I called again with no problem. Since then, it has never been mentioned again.

I think they are trying to discourage you but I don’t think they will enforce it.
