Just me or are the vast majority of NBA totals inflated??

Nuggets game today- avg nugs game is 220 points. Avg clippers game is 217 pts. The line is 223. Wtf?

I see this consistently. Is it just because vegas assumes most people want to bet overs so they give inflated lines?
