I halfway listened to vid but don’t recall hearing the word but he’s simply utilizing arbitrage right? betting both sides different books only way I see for the limiting and banning

Nah. De-risking like that just eats away at profit. If you can happen to get +EV on both sides, great, but otherwise it just cuts profit. That's only for people who have zero appetite or ability to accept short-term risk. I've made that mistake in the past.
