It not bad culture to gamble, it same ad any other business - restaurant/stocks/etc all business is risk vs rewards which is same as gambling on if investment in any business venture will succeed or not.
Even when you go work as janitor or McDonald, you gambling and risking that your time at McDonald will be better reward than spending your time at school/casino/better job/library/whore house/etc.Comment -

Part of the problem is that California makes it relatively easy to get questions added to the ballot. So for controversial topics, there are often several conflicting questions added by different interest groups. And they are sometimes worded confusingly so as to attract they outcome they desire. Or maybe they add a question for the simple purpose of making it less likely that the other question passes. With there being several big money interests behind this, there are expected to be at least a couple questions on there and maybe more.Comment -

Limits vary according to the day of week. My last visit a few years ago max was $500 on weekdays and $3000 on weekends for the major sports. One drawback is the government tax on winning wagers. Back in the day it was 1%, now I think it's 4% or 5%. They except $USD.Comment
