Those were underage kids being flown and redirected to other areas of country where there was another parent and or legal guardian waiting to be vetted to accept them, and be given a court date to appear.
And some were parents that had been separated and were being relocated to wherever their child was now at, and also awaiting a court date.
Biden was supposed to reverse or halt the process in Oct and go back to making adults and children stay on Mexican side, but I know there was some disputes and ongoing talks with Mexican officials about all of it.
But to my knowledge they weren't full able-bodied adults being strategically flown around the country and being placed into jobs on factory assembly lines, tradesmen jobs, union jobs, white-collar business jobs, etc. - nor being given a free home, car, and auto-qualifying for every single gov-subsidized program.
