Absolutely. He wasn't intentionally biased as far as I could tell but he had no interest in making calls. USA started mugging guys when it became clear he wouldn't be giving out a PK
Ultimately I thought 2, maybe 3, were warranted. If he gave the first, it is likely the game gets cleaner though. We will see if both can make it to the final. I think there is a good chance.
