Not sure I'm smart enough to understand between the lines of what you said. When you play offshore, they don't report any of their stuff to the IRS obviously, so neither would you. The odds for gambling are already stacked against you, but when you add a massive tax% to gambling winnings, you aren't going to make big money. It is not worth whatever money you ultimately make.
