How To Fix The MLB Manager-Challenging-Pitcher Problem
A manager can challenge the opposing pitcher and ask the umps to check for stickies.

If nothing is found, that manager's current pitcher should be ejected along with any pitcher currently warming up in the bullpen.

There has to be some kind of negative consequences for managers that cry wolf.

Stickie sniffing dogs is the answer who can bite the pitchers fingers if they find stickies.
