According to sportsbettingdime.com, the Broncos -28 over the Jags (2013) was the largest; Steelers were -27 over the Bucs. Not counting today's Chiefs, only eight spreads in NFL history were 20+ points and the Steelers were the only favorite to cover; if you consider KC to have been 19.5 pt. favs, which they were at most places, the Steelers keep that distinction.
