The last 20 years and more than 5000 NFL plays show us that ther are 19 other final game Totals that are more likely to occure than 54.

Four of those are in the 50's and the top numbers are nearly twice as likely to occur.

It's "keyness" is very relative with 54 because of that the market can sometimes hang the 54 to trick bettors or give them a false impression.

There are whole classes of numbers where this occurs, across nearly every sport. It's so much more about public perception there than frequency and math.
