I imagine these are restaurant, 75% of housekeeping, bar, club, show, ticketing and maintenance staff.

MGM has what, 18 major properties in Vegas...not unreasonable to see this plus some corporate headquarter staff.

Can't think all 18 properties will be reopening anytime soon and those lofts/ residences they built have to be dead as well.
