It's called "fishing for COVID deaths". Arizona has done "death certificate matching" where they match death certificate symptoms and count them as COVID death even though the people haven't tested positive.

The count of deaths is "confirmed or suspected". People with COVID symptoms are being counted in deaths. As we see in pimike's case there are some people who have the symptoms but don't have the disease so deaths are being overcounted.

Soon COVID will dip below the percentage needed for a pandemic and will no longer be counted as such.
