I believe you have to also be physically present in IL whenever you place a wager, and they require either mobile or computer with geotracking. But to signup, you can do that online. I don't even think they have in-person signup now.

You should be able to, you just have to be in Illinois to wager. The state waived the setting up accounts in the casino because of the pandemic.
