Harris recently opened join fundraising accounts with the DNC, something usually not done except for national candidates, and I think she will be Biden's choice.
The 2 key demographics democrats need to focus on to win the white house 2020 in the swing states of Michigan, Pennsylvania, Ohio, and Florida, are suburban women and african americans. Biden has done well with both but a big part of the reason Hillary lost was because she didn't drive strong enough turnout in the african-american community and she lost suburban women to Trump. Harris helps with both these demographics.
The other 2 strongest possibilities are Klobechar and Warren
Klobechar is disliked by the african-american community and progressives know she is a moderate, she also mishandled a case a federal prosecutor that likely led to the imprisonment of an innocent young african-american, she wasn't the prosecutor on the case but her office oversaw it and she did nothing about it.
Warren and Biden don't get along and are very different on many issues, Biden also needs corporate money and wealthy donors to contribute to his campaign and they hate her. She is also hated even by moderate Republicans.
Afircan americans feel like they are owed since they saved Biden campaign he doesn't want to be seen as ignoring them.
