Here in Israel a doctor named Dr. Arye Avni (he has my first name too) is calling people with positive result (i.e. having COVID19) to inject Vitamin C into their bodies, another doctor named Dr. Richard Cheng in China said the same thing:

In the entire country of the UAE there are less than 3,000 confirmed cases at the moment and only 12 deaths so far.

So by all means these are great numbers!
The fact they want to declare emergency it's their choice, but statistically their hot weather only shows they don't suffer that hard from COVID19.

So maybe temperature itself isn't a factor but the factor is when people get out into the sun.

UAE has over 3,700 cases but only 20 dead people.

Temp in the UAE is around 35-37C daily, which is 95-98F.

Having only 20 dead people in a country with 10m people is GOOD news!

No doubt Vitamins C & D help the immune system, that's why you see a large number of cases but a very small number of deaths.
