State regulated books are an open book meaning its handle and hold is public knowledge and can be easily investigated monthly. Plus they are backed by State Governments who license them. Pretty good source of backup in case of the worse.
Again, who regulates offshore? How would you know if it is ready to go belly up? If it did go belly up are you going to see a dime? Past history says no.
