Why was Portland only -3?

No Turner or Brogdon and McCollum is back for the Blazers. Line made no sense.

This,

line couldn't account for Dame going for 47+ and CJ coming back in terminator mode. Portland had the hot hand. Was on the over as thought Portland would lose
