I'd venture it has less to do with participation and more to do with money. Largest roster of the major sports and the lower divisions aren't reaping the same financial windfall (tv) received by the big boys. Losing proposition = bye bye.

UM Crookston blew ass, no reason to keep the program there, like you said both schools are about hockey.
