It could be but there's really no reason for it to be. They use a continuous shuffler so it's impossible to gain any edge from counting

Bookmaker's blackjack is provided by a reputable 3rd party gaming company and their software is audited to make sure it's fair. There's really no point for it to be rigged when there is a built-in house advantage
