The “order as they cross the line” is called finishing order and is not in their rules.
5d is on an island grading Vettel the winner. It’s effectively like them grading the Bruins a loser last night and sticking with it.

Ive had to correct them on grading motor race bets incorrectly many many times. Their CS are clueless about it usually. But its always been corrected within a day after much time having to tell them what im even talking about

If you watch the YouTube video I linked at the finish line, Hamilton is declared the winner at the finish line by 3.6 seconds.
Every other book graded Hamilton the winner

Hardly matters if they are on an island as you say. They have a very specific rule that other books do not have.
"All wagers are graded immediately at a race's conclusion. Unofficial results at that time are used for grading purposes. Official results reflect disqualifications and position penalties that are not recognized for wagering purposes."
Did Vettel get a position penalty that was not assessed until post race?
It's definitely a unique situation that I'm also not sure was intended to be covered when this rule was written though.
