Yes , in a Single deck game

It's definitely "more true" the fewer the decks though even then there are exceptions (example 6-6-2-2 vs 10 best play is to hit)

But I think even with 4+ decks, it's still better to always stand than to always hit with 3 card 16s and it's even more the case with 4+ card 16s
