True in state residents the app is the way to go but if I was from out of state id live bet at windows cause a lot of apps want you to provide two forms of ID to cash out. plus the sites will double and triple check just cause its an out of state person and out of state bank account they are using. They could download the app at the casino they are at and then just collect cash winnings at the window however.
