Depends how fake and close to real the bombs actually are and how they are used to intimidate and terrorize is my best guess... I think that's considered a threatening terrorist act by law regardless and when targeting Government officials I'm sure the laws stiffen up even more..

I know if you use a realistic toy gun around in public in a threatening manner you can and will be arrested and go to jail for that..
