1st round draft picks are crapshoots just like most other rounds. I think you are better off getting a proven NFL veteran than hoping a rookie will pan out a few years down the line. Only time will tell.

Amari Cooper is 24 and has showed he's capable of playing in the NFL at a high level. A 1st round pick is about right considering Dallas wasn't in a position to bargin down.

The Raiders on the other hand have now given up their best player on defense and one of their best players on offense for future picks. This team has clearly given up on the season.
