Here is my take; To cover the 15 pt spread, Utah will have to dominate on the line and have strong pass rush. Cowboys don't have as good of an offense so defense should be the key for Utah St to cover; highly likely they will win outright irregardless of spread. One of the few edges Wyoming has is a good balance of run and pass plays although not a big scoring team.
