I personally think its a horrible idea to bet a heavy fave pre-game. No value whatsoever laying -300 (at 0-0) when you can get GB at -108 live down by 7.

Betting dogs pre-game is a better idea but only if your book offers live betting so you can protect your bet if its ahead.

No, there are so many bets available live that he doesn't need that. And the game is 60 minutes long. He could bet something at -300 or so late in the 4th Q.
