WSJ wants to make it sound barbaric.
In Indonesia they use a cane and the people are dressed in a thick robe to prevent them being cut.
It's weird for sure, but it's more about ceremonially humiliating them to teach the community a lesson than inflicting any sort of injury.
I had 6 strokes of a similar cane across my hands at school more than a few times..Comment -
