Yes, he said he won't pay me the ~$10K I'm up this week if I don't pay the $3K I lost last week. And honestly, this wouldn't have been a problem if this was some sort of rule from the beginning.

It's only ~$7k in difference if you don't have any actions til settle. If the duchebag actually has a strong financial bankroll, he will accept your request. Otherwise, it's up to you to judge if this duchebag is actually in a bankrupt.

I used to bet thru a local before and I can sense it. He actually broke and couldn't pay on that day, but eventually he did pay up.

You only tell the cops about the bookie if he continues to harass you.

You have to wear a wire, you can find them online and you also got a buy a vest and get someone to tape you up

then tell them you want your money plus $2000 more or your going to the feds

He's trying to slide on the 10k by pulling some bullshit "hey you didn't pay me that 3k so your action is no good" nonsense. He's also hoping that you will also lose back that 7k and maybe he can skate on like a 2-3k payout. Maybe he will settle for 5 and then just never bet with him again.
