No it's actually a benefit given to minority students. You have to be black to get the check.

I'm guessing family, friends or faculty called the campus police and were worried about him or state of mind. It does seem pretty messed up that the kid got all the way into the police HQ without being checked for a weapon. Someone screwed up, some mistakes you only make once.
