This is pretty slick on Vanuatu's part (if true and accurate). They were one of, if not the major tax haven 30 years ago, then over time people went elsewhere and Vanuatu lost out on that commerce.

There are cheaper routes to foreign citizenship today, but they include long waits, required investing in land/infrastructure/etc. If you're a newly rich Chinaman, and want it now, this could really work.

Does include universal healthcare that is world class, no homicides, and no terrorism. I know this because CNN has told me US is only country where those things don't exist.
