Order a debit card from Bitpay.com and you can load it with bitcoin which is auto converted to US$. Then just use the card to buy things or withdraw at an ATM.

How do you plan to buy bitcoin is actually the first step you need to work out though.

If you want to use ACH bank account transfers, then gemini.com is probably the easiest place to get started with. You can buy it and sell it (to cash out) there too.
