I'm reaching for the BS flag on this one. He couldn't be that stupid could he?For him to owe the IRS 200 million he must have just not been paying his taxes or maybe not even filing his tax returns some years.

At this point, despite the obvious flags and mounds of speculation, it doesn't sound like the IRS themselves think he's broke.
If he was broke, they'd probably grant him the payment plan.

Ouch, that was brutal. Not good. If he's that dumb, he's most likely in the poor house already.
