Yea that was a problem with the soviet bloc as a whole. Their infrastructure was funneled directly from Mother Russia so when they withdrew they were left with power vacuums for "opportunistic" factions to seize control. If you lived and grew up in Eastern Europe during the Cold War you at least had a measure of relative security and stability.
